Deregulation of natural gas: focus on contract carriage

Deregulation under the Natural Gas Policy Act of 1978 introduced new concerns without solving the gas market problems. The external forces of warm weather, recession, and lower oil prices - which reduced demand at a time when wellhead prices were rising - have allowed prices to exceed market-clearing levels and prompted fuel switching among industrial users. Contracting and regulatory practices in the natural gas industry interfere with the supply and demand balance of a free market, creating inefficient production and regional price differentials. Corrective steps would be to change pipeline status from private to common carrier and to remove take-or-pay and other contract constraints. (DCK)
