Appropriate government policy toward commercialization of new energy-supply technologies

The merits of government support for the commercialization of particular energy-supply technologies are examined, and a framework is outlined for the economic evaluation of different support schemes. The emphasis is on identifying four conditions under which it would be appropriate to treat energy supply differently from other sectors by subsidizing commercial adoption of selected new technologies and on determining which subsidy mechanisms are appropriate to those conditions. The argument is made that it is appropriate to single out individual technologies only under very special conditions, whether or not energy prices are at efficient levels. If prices are inefficient, a balanced subsidy program is better than government attempts to manage commercialization. 58 references.
