Partial-wave amplitudes have been extracted from accurate data on {ovr p}p{r_arrow}{pi}{sup {minus}}{pi}{sup +}, combined with earlier data on {bar p}p{r_arrow}{pi}{sup 0}{pi}{sup 0}, by a method which incorporates the theoretical constraints of analyticity and crossing symmetry. The resulting solution gives a good fit to the annihilation data and is also consistent with the wealth of information in the crossed channel {pi}N{r_arrow}{pi}N. The partial-wave amplitudes show evidence for resonances in all partial waves with J{le}5, at least one of which, a J=0{sup +} state (and possibly another with J=1{sup {minus}}), is unlikely to have a simple q{bar q} structure. {copyright} {ital 1997} {ital The American Physical Society}
