The National Research Council's Marine Board recommends that the National Science Foundation extend the scope and duration of the deep-sea drilling program by sponsoring the recovery of sample cores from formations as deep as 20,000 ft below the ocean floor in water up to 13,000 ft deep. Developing the drilling equipment for such a project would cost $84-100 million. Conversion of the Glomar Explorer to a drillship platform should await the conclusion of comprehensive engineering studies, which will produce the specifications, plans, and schedules for a reliable drilling system.
