Regulating utilities with efficiency incentives

A great deal has been said recently about deregulating the production of electricity. The author argues that there is a continuing need to improve procedures for regulating natural monopolies. He suggests that public utility commissions that are concerned with reducing the cost of service to customers ought to consider sponsoring experiments which will compare conventional regulation with automatic incentive schemes. Such experiments will not be easy to design and conduct, he acknowledges, but nevertheless sees prospects that successful efforts would be well rewarded. 12 references. 2 figures.
