Tank 241-B-104 tank characterization plan

The Defense Nuclear Facilities Safety Board (DNFSB) has advised the Department of Energy (DOE) to concentrate the near-term sampling and analysis activities on identification and resolution of safety issues. The data quality objective (DQO) process was chosen as a tool to be used to identify the sampling and analytical needs for the resolution of safety issues. As a result, a revision in the Federal Facility Agreement and Consent Order (Tri-Party Agreement) milestone M-44 has been made, which states that ``A Tank Characterization Plan (TCP) will be developed for each double-shell tank (DST) and single-shell tank (SST) using the DQO process``. This document satisfies that requirement for tank 241-B-104 (B-104) sampling activities. Tank B-104 is identified as a low-heat load non-Watch List tank, that is passively ventilated, and is categorized as sound with interim stabilization and intrusion prevention completed. It entered service in August 1946 and as of December 31, 1994, it stored 1,404 kL of non-complexed waste, which corresponds to a depth of 330 cm. The waste is comprised of 3.9 kL of supernatant; 230 kL of saltcake; 340 kL of unknown waste; and 829 kL of sludge which includes 151 kL of pumpable liquid remaining. Tank B-104 is expected to have two primary layers. A bottom sludge layer composed of first-cycle, second-cycle, and unknown waste, followed by a top layer of saltcake.
