This bill would direct the administrator of the Environmental Protection Agency to require certain studies and programs to encourage the implementation of municipal solid waste reduction practices and to establish a clearinghouse and other programs to educate the public about municipal solid waste reduction. The bill makes waste reduction a national policy. Information dissemination to the public is described. The bill orders the development and publishing of a list of the 50 most toxic constituents of the municipal waste stream and a list of the 50 categories of waste that are the largest contributors by volume to the municipal waste stream. Studies shall be initiated on the first 5 toxic constituents and the first 5 volume categories to determine the health risks and largest sources of these wastes, to determine strategies for reducing the toxicity or quantity, and to examine the economic costs and benefits associated with reduction of these wastes. The bill would establish a commission to study methods for using product labels to help reduce waste. The bill would also establish a grant program for research and development on redesigning consumer products for the purpose of reducing the volume or toxicity of waste from those products. Waste reduction activities would commence immediately in the Executive departments.
