We propose a simple theoretical model for the study of the electronic structure of surface bands by the measurement of resonant charge transfer between localized surface electrons and grazingly incident projectiles. We present an analytic expression for the parallel velocity dependence of the scattered charge-state fraction, and show how it can be used to estimate the Fermi level and width of the surface band. {copyright} {ital 1997} {ital The American Physical Society}
