Charged particle equilibrium corrections for the gamma component of hot particle skin doses

The Nuclear Regulatory Commission, in IEN 86-23, provided the basic criteria for the assessment of skin contamination incidents involving radioactive hot particles. To ensure compliance with 10 CFR 20.101(a), the total exposure to the skin must be evaluated over an area of the radio-sensitive basal cell layer equal to 1 square centimeter at an average depth of 0.007 centimeters (7 mg/cm{sup 2}). The assessment of the total exposure to the skin requires a separate evaluation of the beta and gamma dose components. Determination of the beta dose component is relatively well-defined and documented; however, misconceptions exist concerning the gamma dose component, i.e. whether to neglect it, or include it in its entirety, or in part (i.e., with a Charged Particle Equilibrium (CPE) correction). This paper reports that the intent of this work is to clarify the need for inclusion of the gamma dose component in the assessment of total skin exposure due to radioactive particles and provide the determination of appropriate gamma dose rate correction factors based on the degree of Charged Particle Equilibrium achieved by the secondary electrons at the point of interest.
