Formosa plans second US cracker

This week, Formosa Plastics is expected to make an official announcement that it will build a second ethylene plant at Point Comfort, TX. The plant, expected to cost about $800 million, is in addition to the expansion of Formosa`s cracker at the site. CW has learned that a construction permit has been filed with the Texas Natural Resource Conservation Commission for a 1.75-billion lbs/year grassroots ethylene facility to be built next to the existing unit. An air quality permit amendment was filed in June for the addition of 10 Millisecond furnaces--about 450 million lbs/year--to the existing 1.5-billion lbs/year plant, for completion by June 1997.
