Alternatives to single bundled rate structures for investor-owned utilities are discussed as a response to industry deregulation. The focus of the article is on pricing strategies and stranded cost recovery for stand-alone distribution companies. Rate options described include voltage-level pricing, flat charges versus usage fees, seasonal pricing, and marginal cost pricing. Possible mechanisms of stranded cost recovery discussed include fixed access fees with offsetting usage credits and allocating lumped stranded costs among customer classes.
