Inelastic scattering of 65-MeV protons on /sup 50/Ti, /sup 52/Cr, and /sup 54/Fe has been measured for states of up to 11-MeV excitation energy. Clusters of 3/sup -/ states in all three nuclei are found to form low-energy-octupole resonances at a mean energy of E/sub x/approx. 7.5 MeV. The systematic decrease in excitation strength of the first 3/sup -/ state with mass number has been observed. This decrease is interpreted in terms of the ''blocking'' effect on proton transitions from the sd shell orbits to the f/sub 7/2/ orbit. Many 1/sup +/ and possible 1/sup +/ states have been identified at E/sub x/ = 5--10 MeV. In many cases, the 1/sup +/ assignments are in agreement with those of the previous works. A measurement of the /sup 49/Ti(d,p)/sup 50/Ti reaction at 60 MeV has also been carried out to extract spectroscopic information on the fragmented 1/sup +/ states at around E/sub x/ = 10 MeV in /sup 50/Ti. One-particle--one-hole proton admixtures in the wave functions of the 1/sup +/ states in /sup 50/Ti are discussed.
