Survey eyed by opponents of user tax

A survey listing industrial firms that are not burning coal in boilers originally built for coal may be used by opponents of industrial user tax legislation. The 1975 survey covers firms in 34 states, but does not indicate whether coal is available or pollution equipment installed or whether the company has the financial resources to convert. Many companies see a user's tax and mandatory conversion as an untenable financial burden. A lack of congressional staff to update the survey may preclude its use, although some legislators feel it is a starting place in seeking a compromise. Opinions of several firms are cited.
