Projections of new gas supplies and energy costs under three regulatory policies

The effects of Opinion 770-A of the Federal Power Commission on the supply, price, and consumer costs for natural gas are projected and compared with two other policy options. The alternative policies are continuation of the Natural Gas Act (669-4) and phased deregulation, while 770-A raises interstate ceiling prices and lowers wellhead prices for old wells. New wellhead and retail prices, when averaged for interstate and intrastate gas, are projected to rise less under 770-A than with phased deregulation. Projections for total production are higher for phased deregulation as are immediate equivalent energy costs. Opinion 770-A has a cost advantage until 1980, when phase deregulation provides the greatest savings. The report concludes that an increase in gas prices to a level comparable with other energy sources would not cause the overall cost of energy to increase. (DCK)
