During FY90 the state of Illinois spent almost $120 million for electricity, natural gas, coal, fuel oil, propane and steam to operate state-owned and state-leased buildings. Over the next three years it is projected that this will increase to $138 million in FY93 due to increasing fuel costs. Although some of this cost growth could be eliminated by upgrading plants and equipment to more energy-efficient forms, present state of Illinois budget considerations generally will not allow the large capital expenditures required. The increase in energy costs, however, can be reduced by implementing low-cost and no-cost operation and maintenance strategy changes. The Department of Energy and Natural Resources (ENR) State Buildings Energy Program (SBEP) is presently performing energy surveys of state buildings and training of facility personnel to accomplish this. In the report, the Department of Energy and Natural Resources attempts to project energy costs for Illinois state buildings from FY91 through FY93. It also identifies energy usage and cost by fuel type and agency for FY86 through FY90.
