The nuclear employee data system; A pilot project

The nuclear utility industry has for some time been faced with the problem of how to efficiently and effectively in-process the large numbers of transient and temporary workers who require unescorted access to power plants during outages. The group of utilities listed here has decided to take action on this problem by funding the Nuclear Employee Data System (NEDS) as a pilot project. This paper reports that the NEDS is to be, essentially, a computer-based information management system that will standardize the minimum information that each utility accepts from other NEDS utilities when in-processing a worker as well as the information that the utility provides to the NEDS when a worker terminates. Because such information currently is not standardized, the successful implementation of the NEDS will depend on the development of a common set of information requirements, procedures, and documentation. To this end, a comprehensive set of data requirements has been preliminarily identified and categorized into areas of personal, security, health physics, respiratory protection, medical, and training information.
