H.R. 1706 would establish a research and demonstration program to promote cofiring of natural gas and coal in certain boilers and would provide Federal funding and tax incentives to carry out the program. The purpose would be to take advantage of the reduction in sulfur dioxide, nitrogen oxides, carbon dioxide, and particulates emissions that occur when natural gas is cofired with coal, as well as the improvement to operating efficiency experienced by some boilers. The Internal Revenue Code of 1986 will be amended to offer tax credits for research and demonstration and to offer a 5-year recovery of cost for cofiring equipment. An exclusion from the alternative minimum taxable income is also to be offered.
