Taking the cap off utility ownership of cogeneration

A study on cogeneration, ordered by Congress, is discussed. This study suggests that expanded utility ownership of cogeneration systems, carefully monitored by the states to avoid anticompetitive affects, would expend cogeneration, conserve more oil and generally be in the national interest.
