Coastal Zone Management Act. [Proposed changes to strengthen]

The Coastal Zone Management Act (CZMA) of 1972 has not provided effective protection for coastal resources because of weaknesses in the law and its implementation. These weaknesses are explored and corrective changes are suggested. The states are encouraged to adopt coastal programs that will protect the coast from unwise development instead of relying on existing laws and institutions offering only fragmented protection. The uncertainty of realizing benefits and the confusion over authority are blamed for much of the states' failure to establish comprehensive policies. Five legislative changes are proposed to strengthen the CZMA and avoid wasting millions of dollars on unrealized goals. 20 references. (DCK)
