Senate bill 966 would amend the Trans-Alaska Pipeline Authorization Act by authorizing the Secretary of Commerce to appropriate from the Liability fund established by this Act not more than two million dollars for each of the fiscal years 1990 through 1999 to carry out a comprehensive monitoring and research program. This program would study the long-term effects of the oil discharged by the Exxon Valdez spill and apply the results to the development of methods of protecting arctic and subarctic marine and estuarine environments from accidental discharges of oil. The bill disallows oil and gas exploration, development, or production in a portion the Arctic National Wildlife Refuge in Alaska until an interim report has been received.
