This title was the mandate that the US Congress gave the Center for Disease Control (CDC) in 1978 and it is also the title of the author's June 1984 report to the branch of CDC that carried out the National Institute of Occupational Safety and Health's (NIOSH) Portsmouth Naval Shipyard (PNS) study. In this letter to the editor, the author disagrees with the official findings.
