The IBR-30 reactor and the time-of-flight method have been used to measure the ..gamma..-ray spectra accompanying capture of neutrons by the nuclei /sup 173/Yb and /sup 175//sup ,//sup 176/Lu in isolated resonances. Absolute intensities of several transitions have been obtained. From a combination of the results of the present work and published data we have determined the radiative strength functions of the nuclei /sup 174/Yb and /sup 176//sup ,//sup 177/Lu for E1 transitions with energies in the vicinity of the neutron binding energy. The radiative-strength-function values obtained are compared with the values expected on the basis of a Lorentz extrapolation of the giant electric dipole resonance. The strength-function values averaged over various sets of resonances and over sets of correlated and uncorrelated transitions in the reaction /sup 173/Yb(n,..gamma..) indicate violation of strictly random fragmentation of the giant electric dipole resonance. In the reaction /sup 176/Lu(n,..gamma..) the radiative strength function is enhanced in the case of transitions whose partial radiative widths are correlated with the reduced neutron widths. The question of the sensitivity of the partial radiative widths to the quantum number K of the final levels is analyzed. The spin dependence of the radiative strength function for /sup 174/Yb and /sup 176/Lu is confirmed
