Windfall tax: a flight of fancy

A windfall profits tax is a misnomer, according to this paper. The tax would not be on profits, windfall or otherwise, but on US petroleum producton. The tax, imposed at the wellhead, would apply whether a producer makes a profit or not. The Carter Administration is promoting the tax as a means of financing the Administration's latest energy plan. The orginal impetus behind the tax is viewed not as a means of raising money for energy projects, but as a political measure. Though many experts, in and out of government, view with favor a return to the price-distribution system of the marketplace, political realities have prompted the Administration to soften deregulation with the windfall profits tax.
