The author feels that the President's confusion on nuclear energy (quoting from his speeches) is impairing the nation's ability to meet future energy needs. He hopes that Mr. Carter ''will emerge from this confusion and set a clear course favoring expansion of nuclear power. What is at stake is nothing less than whether the U.S. will keep alive its option of using nuclear plants as a major source of energy in the decades ahead. Carter may argue, along with many environmentalists, that nuclear power should be considered a last resort, but as Schlesinger says, alternatives are not available: the nation is at the last resort.''
