FERC control of gas gathering at issue among U. S. industry

Over objections of producers, the Federal Energy Regulatory Commission appears ready to decontrol, at least partially, the gathering activities of US interstate gas pipelines. Those lines and their affiliate gathering companies have been pressing FERC to decontrol their rates for gas gathering services. Gas producers have strongly opposed decontrol, although 28% of US gathering lines are under either no controls or light controls. Ironically, in the past it has been producers who have pressure FERC to relax its rules on various gas issues while pipelines sought extended controls. The opposite is true on this issue. FERC has received 100 written comments from industry on the subject and is expected to propose a rule within a few months. The paper describes the issue, the pipelines' case, producers' response, states' view, level of competition, spindowns and spinoffs, the difference in the Appalachian basin, area rates, and the proposed rule.
