Since January of this year, NV Ijsselcentrale has been operating a 60-MW combined cycle district heating plant at Enschede (in the eastern Netherlands) which has an ISO electrical efficiency of 50% when run as a generating plant without any steam extraction for heating. In the combined heat and power (CHP) model of operation, with maximum steam extraction for heating the efficiency of electricity generation is only 42% - but the overall CHP efficiency is up around 85%. The utility chose to build a combined cycle CHP plant for maximum operating efficiency and flexibility. The operation and performance of the plant are described.
