Performance of integrated pipeline companies: evidence on the undersizing and access issues

Several federal government entities have alleged that integrated pipeline systems are undersized and that prorationing is symptomatic of such undersizing. These critics also charge that nonowners have inferior access to the systems. Some recommend pipeline divestiture to remedy the alleged problems. But, this study found little if any evidence to support the assertions. Simply identifying a few pipeline systems as having been prorationed is not sufficient empirical support for the proposition that integrated pipeline systems will be undersized. By this methodology one could just as easily refute the assertion by identifying a few systems that have not been prorationed. Instead, one must focus on the general tendencies. The evidence presented here is inconsistent with the implications of the undersizing theory. From this it would appear that pipeline divestiture cannot be justified by such a theory. 12 tables.
