The purpose of this bill is to establish an energy conservation program to achieve greater efficiency in energy consumption by the Federal government and in all Federal facilities; to encourage more wide-spread use of least-cost planning in the utility industry and establish a more sensible tax strategy for energy rebates; to establish stricter product and appliance efficiency standards for lighting, windows, and motors; to create a special incentive tax credit to encourage conservation retrofits of oil heating units in homes; to develop Federal guidelines for home energy rating systems and energy efficient mortgages and encourage their use through a technical assistance, education, promotion, and demonstration effort; to establish Federal guidelines for residential energy efficiency ratings and a Federal building labeling program; to provide incentives for consumers to trade in older motor vehicles for newer, more efficient models; and to encourage the use of public transportation.
