The 14-acre Hooker Chemical/Ruco Polymer site is an active polymer production facility in Hicksville, Nassau County, New York. Surrounding land use is primarily industrial and commercial, and a residential area is located near the site. Since 1984, site investigations have identified four onsite areas of PCB contamination. These include a direct spill area where releases of heat transfer fluid escaped through a relief valve at the pilot plant, a transport area contaminated by PCBs spread from the direct spill area by onsite truck traffic, the recharge basin that was contaminated by surface runoff, and soil contamination around an underground fuel storage tank, which was disposed of offsite in 1989. The Record of Decision (ROD) addresses remediation of Operable Unit 2 (OU2), the PCB-contaminated soil at the above locations. Remediation of remaining site areas, VOC-contaminated soil, and ground water will be addressed as OU1 in a subsequent ROD. The primary contaminants of concern affecting the soil and debris are PCBs.
