This paper is a synopsis of the authors observations from moderating The Electricity Journal's Buy vs. Build Conference. Here the author tries to synthesize some of the ideas expressed. The issues discussed are organized under three headings: (1) what is the state of the buy vs. build issue; (2) what is not working in the regulation of purchased power; (3) What new concepts could change the regulation of purchased power or the build vs. buy choice
