Soviet strategic military interests in Africa in the 1980's. Final report
This study discusses the role that Africa's territory, resources, and surrounding waters - may play in the Soviet peacetime preparation for, and execution of, a general coalition war as well as Africa's role in regional crises outside Africa. This paper contributes to an understanding the nature of the Soviet threat to the West in Africa. The author argues that although Soviet military interests in Africa have been limited, they have nevertheless worked to distort Soviet policy in the Horn of Africa during the past decade. He recommends that the focus of US concern about the Soviet military threat in Africa should be on African capabilities and intentions to support Soviet strategic bombing missions. In addition, the suggests that, when feasible, pressure should be applied to restrict Soviet development and use of African military facilities for strategic purposes.
