Will the NPT survive

The Third Review Conference reaffirmed a basic commitment to the purposes of the Non-Proliferation Treaty, but areas of disagreement remain. The author analyzes the conference results and their implications for the future. The final declaration shows agreement that the Treaty has met its goal of constraining the trade and acquisition of nuclear weapons, that International Atomic Energy Agency safeguards have played a key role without hampering the peaceful nuclear activities, that parties to the Treaty should have preferential access to nuclear materials for peaceful uses, and that the United Nations should provide protection for safeguarded facilities. It also noted that nonweapons states are not all parties to the Treaty, and of the nine main holdouts to the Treaty, China and France are nuclear-weapons powers. Two areas of disagreement involved nuclear testing and a comprehensive test ban and the need to extend safeguards requirements.
