State of competition in gasoline marketing. Part I. The effects of refiner operations at retail (a study required by Title III of the Petroleum Marketing Practices Act)

As part of its overall approach to the Title III Study, the Office of Competition conducted several regional hearings. A list of witnesses and hearing locations is attached. These hearings focused on four major issues: (1) the extent of subsidization, including documentation if possible; (2) the effect of subsidization on competition; (3) the role of refiner and wholesaler operations at retail and the impact of Department of Energy regulations, and other important institutional factors, on competition; and (4) proposed remedies for insuring the long-term consumer interests as related to motor fuel marketing. The testimony presented at these hearings was intended to supplement the quantitative information obtained from the regional retail outlet surveys and the nationwide refiner survey. Not surprisingly, some of the testimony did not address the central theme of the hearings, but focused on current problems faced by gasoline marketers - e.g., the receipt of state set-aside gasoline allocations or the queuing problem at major terminals. Conversely, other testimony was directed squarely at the issue of subsidization. We have found this testimony to be useful in the preparation of the Title III Study.
