We study photoproduction of {eta} mesons off protons in the effective Lagrangian approach. Unlike the {pi}{sup 0} case, {eta} photoproduction at threshold is strongly dominated by resonance excitation. The quantity ({chi}{Gamma}{sub {eta}}){sup 1/2}{ital A}{sub 1/2}/{Gamma}{sub {ital T}}, characteristic of the photoexcitation of the {ital S}{sub 11}(1535) resonance and its decay into the {eta}-nucleon channel, of interest to hadron models, is determined to be (0.22{plus minus}0.02){times}10{sup {minus}3} MeV{sup {minus}1} from the existing data.
