Information matters: Beyond OASIS
Congestion on the Internet and the overwhelming volume of information are two important issues to consider as energy markets move towards a common real-time information infrastructure that permits trading of both electricity and natural gas. The rush to comply with the Phase I OASIS mandate should not cloud the vision needed to design the Energy Real-time Information System (ERIS) of the near future. Federal Energy Regulatory Commission Order 889 has mandated the establishment of Open Access Same-time Information Systems (OASIS) using the Internet infrastructure. Each Transmission Provider (TP) is required to establish an OASIS node, either alone or in conjunction with other TPs. A Responsible Party (RP), such as an Independent System Operator (ISO), can manage a node on behalf of many TPs. It is anticipated that such OASIS nodes would be regional in nature, with about 10 to 15 nodes nationwide. Transmission Customers (TCs) can access an OASIS node using a Web browser and request firm/non-firm transmission reservations. A TP is required to provide on the OASIS frequently updated information on the Available Transmission Capability (ATC) along certain {open_quotes}paths{close_quotes} in its system. This article points out that the twin problems of Internet congestion and information overload can cause problems for TCs that rely on the {open_quotes}standard{close_quotes} access mode enabled by the S&CP document. These problems will likely become more acute as the electricity industry moves towards Phase II implementation and beyond. The convergence of the information needs of the electricity and natural gas industries will likely result in a large-scale common infrastructure. The Energy Real-time Information System (ERIS) of the near future will require a sophisticated infrastructure based on emerging Internet technologies.
