Benzene emissions from maleic anhydride plants: background information for proposal to withdraw proposed standards

On April 19, 1980, the US Environmental Protection Agency (EPA) proposed a national emission standard for hazardous air pollutants (NESHAP) (45 FR 26660) that would regulate benzene emissions from maleic anhydride plants under the authority of Section 112 of the Clean Air Act as amended. Public comments were requested on the proposal in the Federal Register publication. Thirty-five comment letters were received and twenty-three oral presentations were made at the public hearing. Comments submitted relevant to the withdrawal decision, along with responses to these comments, are summarized in this document. The summary of comments and responses serves as the basis for the proposal to withdraw the proposed standards.
