Harold Harry Finger, who has been a part of the American nuclear industry for 30 years, both from the aeronautics and the electric generating side, sees four challenges facing the US nuclear power industry today: (1) the need for a stable regulatory framework at the federal level; (2) to get designs certified by the Nuclear Regulatory Commission and to combine operating and construction power plant licenses; (3) to work with state public utility commissions and energy offices on a continual basis so that there is a relationship which examines the existing need for power, and continues to track the situation as conditions and needs change, and to reimburse utilities for past investments; and (4) to make progress in the waste area.
