Reclamation backlog - making a molehill out of a mountain

In order to produce 700,000 tpy of coal, the Muskingum Mining Co. in Dresden, OH must remove nearly 10 million bank cubic yards (BCY) of overburden. This is a formidable task in itself, but it is compounded by the fact that the overburden has to be moved twice since the mined land must be reclaimed to its original contour. At the time the Muskingum mine was opened in 1970, Ohio reclamation laws required the mine to post bonds of $3600-4500 per acre (depending on end use of the land) to ensure that disturbed land would be reclaimed. The three year mining permit establishes a guideline for recovery of reclamation bonds: One year for mining, one year for reclamation and the first growing season after rough grading is completed (spring or fall) to plant cover material.
