Crude oil and natural gas pricing. Chapters 100 to 299: administrative framework, crude oil

This text analyzes the federal statutes and regulations that affect the pricing and allocation of crude oil, natural gas, and natural gas liquids. It does not cover refined products or imported crude oil except where necessary to place major decisions in historical context. Chapters 100 to 150 concern administrative matters, specifically the organization of the Department of Energy (DOE) and the general procedures that are usually followed by agencies and courts. Chapters 200 to 282 concern domestic crude oil. The DOE will be required to adopt an entire set of new regulations to implement the windfall profits (excise) tax legislation expected in early 1980. The regulations herein will not be obsolete for quite a while, however, for two reasons. First, price controls will not expire until late in 1981, and there may be a movement in Congress to extend them. Second, many of the same concepts (such as stripper oil) will be incorporated in very similar form into the tax regulations. The excise tax legislation will be covered in an update to this book in Chapter 210; the implementing regulations will be addressed under the appropriate topical headings.
