This bill would reduce the nation's dependence on imported oil by encouraging the production and use of domestic energy resources. Title I - Nonvehicular oil and natural gas provisions contains provisions for the following: natural gas recovery, research, development, and demonstration program; natural gas cofiring research, development, and demonstration; natural gas heating and cooling technologies; fuel cells; Federal fuel cell demonstration program; enhanced oil recovery research and development; high efficiency heat engines; study of factors affecting the domestic natural gas industry; and elimination of penalties on domestic oil and natural gas production. Title II - Alternative fuels and fuel economy contains provisions for the following: funding for natural gas vehicles; investment tax credit for vehicles fueled by clean-burning fuels, for property converting vehicles to be so fueled, and for facilities for the retail delivery of such fuels; mass transit program; Federal agency fleets; state government fleets; carbon dioxide emission standards; consumer information; alternative fuel use in nonroad vehicles and engines; and Federal programs to promote vehicular natural gas.
