If a gaseous, gravitationally stable disk contains a region which is only marginally stable, an anomalously high turbulent viscosity coefficient ..nu../sub T/ will develop, exceeding the molecular kinematic viscosity coefficient ..nu.. by a factor of at least (h/l)/sup 2/3/.
