Integrated environmental control considerations for improving limestone FGD solid waste characteristics

Recognizing the need for the most simple and reliable approach to multimedia environmental protection, the Electric Power Reserarch Institute (EPRI) established the Integrated Environmental Control (IEC) program. The IEC program objective is to develop a systems design approach for flue gas emissions control, and techniques for the management of wastewater, waste solids and waste heat. The purpose of this paper is to highlight results from the EPRI Integrated Environmental Control Pilot Plant (IECPP) which illustrate the multimedia effects of air quality control and water management on limestone FGD solid waste disposal. IECPP results indicate that, depending on coal fluoride content and fly ash composition, high ash penetration of the particulate collector in conjunction with closed-loop limestone scrubber operation can have a detrimental effect on scrubber chemistry. The result is increased solid waste production, accompanied by complications in thickener purging and compromised strength and permeability of combined fly ash/scrubber waste.
