Long-term contracts and the actions of state public utility commissions will prevent a total deregulation of natural gas, which would require a single, nationwide market. It is a mistake to link natural gas to oil prices because the markets are different, according to the author, who analyzes the effects of the Natural Gas Policy Act of 1978. He urges a shift in priorities from wellhead decontrol to issues more pressing for industrial users, such as the spot market and incremental pricing. (DCK)
