US, China sign nuclear cooperation pact
Congressional approval of an agreement allowing US nuclear companies to compete for a potential $6 billion of contracts will open up foreign markets and could revitalize the US nuclear power industry. The pact reflects China's plans to double energy output by the end of the century with construction of as many as eight nuclear plants. DOE sees energy as a cornerstone of strong and prosperous economic ties with China. The agreement covers only non-sensitive commercial materials, facilities, components, technology, or information, and none can be transferred to a third nation or used for any nuclear explosive device or military purpose. The industry and DOE foresee some problems with congressmen over non-proliferation concerns.
