The topical report describes the Westinghouse hybrid boron carbide (B/sub 4/C) full-length-rod cluster control assembly (RCCA) for three- and four-loop 12-foot 17 x 17 fuel assembly cores. The report covers the following areas: (1) design description, (2) design bases, (3) materials evaluation, (4) design evaluation-mechanical, nuclear, thermal, hydraulic, prototypical performance tests and surveillance, and (5) accident evaluation.
