The matter of public participation

This article examines the public participation processes of the International Joint Commission (IJC) and the International Boundary and Water Commission (IBWC). The authors finds shortcomings in the public processes of the IBWC and recommends some institutional reform. On the other hand, he finds that the IJC has public participation programs without equal in the world.
