The 2,500-acre Conrail Railyard Elkhart site is composed of a 675-acre railroad facility and adjacent areas of contamination to the northeast and northwest in Elkhart County, Indiana. The Record of Decision (ROD) provides for the containment of the contaminated ground water plume, as an interim action, and provides for a safe and permanent drinking water supply. A subsequent ROD will address contaminated soil and ground water, and set final ground water remediation levels. The primary contaminants of concern affecting the ground water are VOCs including TCE and carbon tetrachloride. The selected remedial action for the site includes pumping and treatment of ground water using pre filtration and air stripping, and discharging the treated water onsite to the St. Joseph River; treating air emissions, if needed, using carbon adsorption with offsite regeneration and disposal of the spent carbon; conducting treatability studies to determine treatment system design parameters; and providing an alternate water supply by extending the municipal distribution system to 505 residences/businesses.
