User's guide to the Federal Building Life-Cycle Cost (FBLCC) computer program. Technical note (Final)

The FBLCC Computer Program and the User's Guide provide computational tools and energy price data for performing life-cycle cost (LCC) analyses of Federal buildings and related subsystems. Two kinds of Federal building projects can be evaluated with FBLCC: (1) LCC analysis of projects directly related to energy conservation and renewable energy, and (2) LCC analysis of projects not directly concerned with energy conservation or renewable energy. The methods and procedures used in these LCC analyses are based on the rules set forth by the U.S. Department of Energy's Federal Energy Management Program and the U.S. Office of Management and Budget in Circular A-94, respectively.
