This book reviews the history and status of various arms control negotiations and proposals and details the critical issues that must be resolved before progress in arms control can be made. The book contains no conclusions or recommendations, but rather discusses the reasons behind both the United States and the Soviet Union's current positions on arms control. It covers the full range of arms control: nuclear force negotiations, the anti-ballistic missile treaty and strategic defense, control of arms in space, nuclear test bans, and efforts to prevent the spread of nuclear weapons to additional countries.
