Landau damping in the presence of an electrostatic field

A kinetic formulation of Landau damping in the presence of a small-scale electrostatic field is given. Magnetospheric plasma waves are often subjected to such electric field configurations. It is argued that the resulting dispersion of plasma waves and their damping or growth rate may help in developing a diagnostic tool.
